I've been trying to find Agent Franz to turn in the mission Behind Closed Doors. If the location to the jailhouse is via a local teleporter in that building where a number of missions begin, I've looked down there. Any tips?

Yep, that one can be tricky.

Running into Foreas Base, it is the second building on the right hand side. You have to run up the stairs/ramps and around to get up there. Go into the building at 24.5, 124.1, 451.1 and run into the transporter. That will take you down into the basement.

It sounds like you have the right building, though... I just went there and I saw Agent Franz standing with other NPCs there: Medic Campbell and Agent Vanderbilt.

One of the buildings south of the Tavern has the teleporter.
