Long Awaited Plans For Improving PvP
Well it's been some time now that players have been waiting for some
improvements in PvP in Tabula Rasa, yesterday the Development Team
released detailed information by improvements they are currently
working on and some that will be coming soon.

They've broken it down into 3 parts, Clan Improvements, Combat Improvements, and Additional PvP Elements. I'll summarize the article for you.
First, Clan Improvements, players will no longer be limited to one PvE clan per account and will be able to participate in a different PvE clan for each character. The current PvP limit still remains, one PvP clan per account. If a clan leader departs, control of the clan goes to the next senior ranking officer. Players will be able to tell when other members of their clan last logged out as well as better search features on other clans. In additin they will be addind benefits for players who participate in clans, these may include passive buffs and wager in PvP contracts, see below.
Second, Combat Improvements. They are currently working on ability balancing for PvP combat and fixing the existing problem of not being able to target an ally for healing in PvE combat because he/she is engadged in a clan war that you are not. They will be adding a logout timer so players cannot log off quickly during PvP combat to escape death. Safety zones will also be added to allow PvP players to respawn in a safe area in order to heal, rebuff, restock ammo, etc. In other words, prevent camping. Another interesting feature they are looking at is PvP contracts. Contracts will allow creation of rules for PvP combat, length of time, map restrictions, level restrictions and wagering on items, credits, and clan buffs.
Lastly, Additional PvP Elements. Clan Controlled CP's, clans will be able to lay claim to CP's, earning bonuses while in possession, competing clans will be able to challenge them for clam at ownership. Clan alliances will also be implmented, allow clans to come together and have common enemies. They are also developing a mail system to help support the addition of PvP contracts and an improvement in Clan Recruitment UI.
